    Government Guarantee Scheme MADANI 4 (GGSM 4)

    Objective

    The Government Guarantee Scheme MADANI 4 (GGSM 4) provides guarantee coverage for financing extended to eligible Malaysian MSMEs across all economic sectors, as well as eligible MTCs operating within specified sectors. The scheme prioritizes and focuses on the following sectors:

    Focus Sectors
    MSMEs MTC
    1. Bumiputra
    2. High Technology
    3. Halal
    4. Tourism
    1. Export oriented sectors (sublimit of RM 5.0 billion) (at least 30% of the business turnover/revenue based on Audited Account FYE 2024 or subsequent years, is export oriented)
    2. High Growth High Value (HGHV) sectors (sublimit of RM 5.0 billion - shared sublimit with HGHV under MSME) HGHV sectors below and others as listed under New Industrial Master Plan 2030, National Energy Transition Roadmap and Rancangan Malaysia Ke-13 including:
      1. Semiconductors & E&E
      2. Advanced manufacturing
      3. Digital & Al
      4. Aerospace
      5. Chemicals & specialty materials
      6. Green technology & energy transition
      7. Medical devices & life sciences

    Eligibility

    • MTC in the applicable sector/industry with annual revenue of not more than RM500 million; or
    • MSMEs as defined by SME Corp and certified by National SME Development Council (NSDC)
    • Malaysian-controlled or-owned business.
    • For Islamic Financing, the nature of the business must be Shariah-compliant.
